* Saleh al-Arouri was born in the village of Aroura (in the Ramallah district) in 1966, He is one of the founding commanders of Hamas’s military wing Izz ad-Din al-Qassam Brigades, in the early 1990, as a Hamas student cell leader at the West Bank Hebron University and the head of the West Bank Qassem Brigades. He was also the head of the Hamas’s prisoners office and a member of the Hamas Political Chamber.
Saleh al-Arouri was released from prison in Israel in 03/2010, probably as a gesture to promote the release of the Israeli captive soldier Gilad Shalit. Indeed he help to mediate the negotiation between Hamas and Israel, through Egypt, that ended with the release of Gilad Shalit, on 10/18/2011.
He found refuge in Turkey after Hamas abandoned its Damascus branch, in mid 2012, due to the Syrian civil war.
Saleh al-Arouri built an infrastructure for his operations in Turkey, finding sympathy from Turkish President Recep Erdogan who has long advocated that the international community recognize Hamas as a legitimate political entity. Saleh al-Arouri’s diplomatic ties to high-level Turkish officials beginning in 2012 was well documented, and the US expressed “concerns about Turkey’s relationship with Hamas” as far back as 2013.
Ankara has provided at least $300 million to Hamas, effectively sponsoring a US-designated terrorist organization.
Salah al-Arouri, based in Istanbul. Turkey, was sanctioned, on 09/10/2015 by the USA Treasury Department for his role in organizing and inciting terrorism in the West Bank and Israel.
