– KISSUFIM TEST CASE

On Tuesday 01/27/2009 morning, an Israeli Army patrol, on the Israeli side of the border with Gaza Strip, near Kissufim, bumped into an arena of side bombs detonated by remote control. One Israeli soldier was killed and three others seriously wounded.A Palestinian farmer was reportedly killed in ensuing clashes between the Israeli soldiers and Gaza militants in the area.
An Israeli UAV (Unmanned Aerial Vehicle) managed to chase the man who triggered the bombs and escaped the arena on a motorcycle. Near Khan Yunis, in an opened place, a missile was fired and the cyclist was wounded. He was later identified as Hussain Abu-Shmaya, a member of an ephemeral organization in Gaza inspired by Al Qaeda – “The Battalions of Tawhid wal Jihad”. The group has links to the Palestinians in Northern Egyptian Sinai. At night Israeli air force bombarded, once again, the Rafah Tunnels . No one was hurt but few hundreds people fled their homes in Rafah fearing escalation (see profile of Hisham al-Saidni ).
The attack was the first of its kind after Operation Cast Lead (see – Cast-Lead Diary ) and put to the test the new unwritten rules of engagement. Hamas used, during the previous cease fire – the TAHADIYA, to fired rockets toward Israel, times and again, using affiliated or ephemeral organizations and later to claim that Hamas can not be held responsible for each single act of each individual and therefore it is not the Hamas who violated the TAHADIYA. Israel has conclusive and firm evidence that in many cases it was the Hamas who supplied the rockets and directly instructed the rockets fire.
Although in the last particular case it is not clear, yet, who is really behind the event there is no doubt that Israeli response will determine the future behavior of both sides on the Israeli Gaza border. Israeli response can determine if Hamas can, on one hand, claim responsibility on Gaza Strip and, on the other hand, to hide behind the excuse that it is not the Hamas but other “stubborn” organizations, which attack Israel, and Hamas cannot, therefore be held accountable for the attacks.
