Following the arrest of Zarar Shah by the Pakistani authorities, on 12/02/2008, and the examination of his computer by Intelligence agencies in Pakistan, UK and USA, two facilitators in charge of communication over Internet Protocol (VoIP) support to the terrorists responsible for the Mumbai Carnage where exposed.

The two were identified as Mohammed Ashfaq, based in Pakistan, and Javed Iqbal who was staying for some years in Barcelona, Spain.

Javed Iqbal was lured from Barcelona to Pakistan and arrested there. He had named some other persons living in Spain and linked them, indirectly, to the Mumbai Carnage. Pakistan has asked the Spanish government to arrest these persons. Javed Iqbal’s arrest gave a green light to the Spanish police to arrest the rest of the cell in Barcelona, on Tuesday 02/03/2009, and to further arrests in other European countries of Pakistanis related to terror funding (see – Barcelona 02.03.09 ).   

Investigators had also discovered that some funds transferred from Italy (see – Brescia Arrests ) and Spain were used to finance the Mumbai Carnage. Austrian telephone SIM cards and an Internet domain in Houston, USA, were used also for world wide communication between fund raisers and Lashkar-e-Toiba in Pakistan (see – The-Network ). 

According to Rehman Malik, interior ministry adviser to the Pakistani Prime Minister, in an interview on 02/13/2009, Javed Iqbal, was responsible for registering an Internet domain, for $ 238, through a company in Houston (USA). This website provided a forum for those involved in the terrorist plot. Similarly, Javed Iqbal, according to the Pakistani minister, acquired communications systems and made other payments through this site.

Javed Iqbal, along with Zaki-ur-Rehman Lakhvi, Zarar Shah, Hammad Amin Sadiq, is believed to be the main LeT operator belonging to southern Punjab, Mohammad Ashfaq and Abu Hamza is supposed to face criminal charges in Pakistan court.
