Mokhtar Haouari was born in 1970 in Oran, Algeria. He arrived to Canada in 08/1993 via France with a forged French passport under the name Abderrahmane Boumazrek.
In 10/1993 Mokhtar Haouari approached a local Islamic organization that supported new Islamic emigrants in judicial affairs. Following his lawyers’ advice, Mokhtar Haouari claimed that he was persecuted by Algerian Authority and asked for political asylum. On 07/19/1994 his request was denied. Mokhtar Haouari continued his judicial efforts to stay in Canada by numerous appeals.
Despite that Mokhtar Haouari got a small living benefit from Québec authority. He purchased in early 1999 an 8 storey building in Montreal which he, supposedly, bought from a member of Montreal 99 cell, Fateh Kamel. The source of the money is unclear but it was, probably, one of the transactions of Al Qaeda to support and create a financial legal base for its activity in North America and Europe.
Mokhtar Haouari was an active member in Al Qaedas’ Montreal 99 cell. With the help of another cell member he acquired the right chemicals, mixed them to effective explosives and obtained a forged Canadian driving license, under the name Mario Riog, for Ahmed Ressam in order to carry out the LOS ANGELES MILLENNIUM plot. The plot failed and Ahmed Ressam was arrested on 12/21/1999 when he tried to enter USA by ferry from Victoria, British Colombia, Canada, with 70 kg explosives in his car.
Mokhtar Haouari was arrested by the Royal Canadian Mounted Police (RCNP) on 01/10/2000 at the request of American officials. On 07/03/2001 Ahmed Ressam, his former mate in Montreal 99 cell and in the LOS ANGELES MILLENNIUM plot, testified against Mokhtar Haouari in New York court.
On 01/17/2002 Mokhtar Haouari was sentenced in New York, USA, to 24 years imprisonment.
